1) could have stayed ；could 引导虚拟语气,因为是过去发生的事,要用could have 来表示.must不能用作虚拟语气
2）也是虚拟语气,这孩子早该被送到医院了.
it's time引导的虚拟语气后面be动词一定要用were,过去时
这两道题都是围绕虚拟语气的,建议看一下语法书
第一题：
A表示“你本来可以和Sue 一起住的”。而D则是“你一定是和Sue 一起住的”结合上下文，A的意思最符合。
第二题：
It's high time 后面要跟过去式，表示虚拟。
意思是我在纽约的时候住在旅馆。你本可以住在苏那儿的（就不用住旅馆了）。是虚拟语气。D的意思是你准是住苏那儿了。意思不通。
好像是早该送医院的意思。也是虚拟语气。就是说，现在还没送，他在抱怨。
选A，表示你本来可以在Sue那儿住的。
选C，为固定用法。
