Committee在英文中指的是“a group of people officially delegated to perform a function,such as investigation,considering,reporting,or acting on a matter”,从字面意思看,也是指的是“受官方委托履行一种职能的一群人,如对事情靠察、研究、报告或者采取行动”,是一个代表大组织行使某方面权力的组织.但Committee往往更具临时性质.
Council的成员往往代表不同区域或者团体的利益,成员之间的关系往往更民主,没有起领导作用的特殊成员的存在.
所以细分的话Council译为代表会,Committee译为临时委员会更合适

commission：成员都是official job，（即为政府掌控或调查什么事情）的委员会，如National Comissions on Fiscal Responsbility and Reform 国家财政责任和改革委员会
committee:就是选为代表去做决定或处理某类事物的委员会
