为什么?非谓语动词中过去分词说没有语态,这个B 是不是过去分词的语态呢?可不可以理解为过去分词的完成式?要不怎样解释这个选项呢?

这是复合句,改成简单句,就要用分词结构.
having received 分词的否定,就是直接前面加not ,
即:B的形式.
原句not having received a reply ,he decided to write again.
因为这里“Not having received a reply”从当了条件状语，而having 作为动名词有动词作用，所以用not而不是no， no 跟的是名词。
是现在分词的完成式，不是过去分词哦
