to 被提前了.answers to the question 是固定搭配
是关系代词（不是关系副词哦!）
如果是in（or at,on etc.） which 代表地点的话 就相当于 where 就是关系副词了!
TO跟QUESTION有关 正常应该是THERE ARE NO ANSWERS TO ALL QUESTIONS.
因为英语中的说法是the answer to the question ,所以就是吧to提前而已。就像the key to the lock .
这个句子换一种说法你就能理解了：There are no answers to all questions.
the answer to the question是个短语，意思是“问题的答案”
