There were fifty people in the village, the old included.= There were fifty people in the village, and the old were included.
It was fine, and we went out for a picnic=It being fine, we went out for a picnic.
这两句话意思相同。。为什么有的句子有And有的句子不用而时态变了呢？

句子+逗号+AND+句子
最简单的：My name is WangHua,and your name（yours）?
这里其实就是个停顿,接着上面的意思.
还有同两个句子之间用AND连接比较口语,有时是习惯.看英文电影经常可以同到“and……and”,其实就是停顿.
句子+逗号+句子
多用在书面语,就是表示两个句子是一句话,或者由一点发出的句字.

没什么

And 起着连接两个句子的作用。表示意思相近

区别不是很大，意思很相近，都表示连接前后两个句子的作用，只是加上And后更连贯一些
For example:
My name is John, and I am from Wuhan.（我叫约翰，而且我来自武汉）

应该可以体会到吧
